Abstract:
This seminar will provide a detailed overview of:
- Benefits of standardised software development processes using the
Capability Maturity Model (CMM). CMM was developed by the Software
Engineering Institute (sei.cmu.edu) of the Carnegie Mellon University
(USA). It defines 5 levels of process maturity for software
development organisations and what needs to be done to achieve these
levels. Certification for achieving CMM maturity levels is available.
- IT Service Management using the IT Infrastructure Library (ITIL).
ITIL is a documented description of best practices and the de facto
standard for IT Service Management (itil.co.uk). Various levels of
certification are available for ITIL.
- The Software Development Life Cycle of the ProTax tax
administration software development used in the Nepalese Inland
Revenue Department (ird.gov.np). Mr Bernd Friedrich has managed the
Nepalese Revenue Administration Support (RAS) Project (taxtasy.net)
from 1998 until 2004. The project is regarded as very successful and
has led to a significant increase in revenues collected by the
Nepalese government. In course of the project, tax administration
software for income tax, value added tax, and excise taxes was
developed and implemented in 23 sites which are connected.

Bio: Mr Bernd Friedrich, born in 1960 in Germany, holds a
University Diploma in Business Administration (1989) from Freie
Universitaet Berlin in Germany. He also holds certificates in PRINCE2
project management and IT Service Management. He is a member of the
Project Management Institute (pmi.org). Mr Friedrich is a practitioner
rather than a researcher. Throughout his professional career, he has
worked for private, educational, and public sector organisations; most
of them key players in their field. He has mostly been involved in ICT
projects or projects with strong ICT components that were of high
priority and importance to his or his empoyers clients. His previous
employers include the Freie Universitaet Berlin, Microsoft, German
Technical Cooperation (GTZ), and Telecommunications Service of
Eritrea.
