Title: The Governance Enterprise Architecture (GEA): A Blueprint for e-Government Development

Abstract: Public administrations all over the world promote ambitious and costly e-government programmes. The required domain analysis for these projects is usually conducted on a local and ad hoc basis, due to a lack of commonly agreed content standards, definitions and vocabularies, not only at the global level among administrative systems worldwide, but even within each country. To address this shortage, we propose the Governance Enterprise Architecture (GEA) as a broad research modelling effort, which aims at developing a series of generic top-level models for the overall governance system. These models could serve among others as:

  1. a common language for communication amongst researchers and practitioners from different disciplines (e.g. IT, public policy),
  2. an upper ontology for public administration, and
  3. a part of an e-government ERP kernel that could be easily parametrised and configured for a variety of different services offered by public administration at its different levels and in different countries.
Moreover, we use these models in order to implement public administration services upon a Semantic Web Service technological infrastructure. The seminar will conclude with practical lessons-learnt as gained from drafting and implementing the e-government strategy in Greece.

Bio: Dr. Vassilios Peristeras is a Director of the Greek National Centre for Public Administration and Decentralisation, Thessaloniki Branch, Greece. He obtained a PhD degree in Information Technology and Business Administration, two MSc degrees in Information Systems and Public Administration, and BA in Public Policy.
