The aim of the e-Macao project is to advance the state of
Electronic Government in Macao SAR, by establishing a government-wide
direction for its development and then creating an initial impetus in
this direction within individual agencies.
e-Macao follows five design principles:
- training - local expertise for software development is more
important than a "finished" system
- development - technical training should be accompanied by concrete
development effort
- infrastructure - development should focus on software
infrastructure, not on individual e-services
- analysis - development should be carried out rigorously, paying
due attention to analysis and modelling
- research - a technical development effort cannot exist without a
research component to guard its quality

To fulfill its objectives, the project carries out 21 tasks in 5 activity areas:
|
Local Survey (1) documents the
state of readiness for e-government and the relevant aspects of the
government system as a whole. Global
Survey (2) investigates the best practices in e-government
globally.

| Three public services are identified for prototype implementation
to gain experience with e-government development: G2C (3), G2B (4) and G2G (5). Common functionality is
identified and implemented as infrastructure support: Requirements (6), Modeling (7), Design (8), Implementation (9).
|

| Project Missions (10) facilitate
participation of project staff at conferences, while Project Visitors (11) invites external
experts to share their experience. Internal Dissemination circulates
project findings among various stakeholders using the Website (12), Workshops (13) and Seminars (14). |
|
| Three groups of stakeholders are trained in e-government
skills. First, awareness training is offered to IT Management Staff (15). Technical
training in relevant technologies is offered to Core Development Teams (16), along with
Supervised Development (17), and to
Extended Development Teams (18).

| The aim is to
build a solid foundation for decisions concerning Technologies (20) to develop
e-government, Methodologies (19) to
follow and the overall Domain (21) context for technical
solutions. |
|
|
Here is the project's activity diagram, with explicit
input-outputs relationships between tasks. For instance:
- Based on survey tasks, skill-gaps are identified and specific
training recommended to fill them.
- The findings of survey tasks are disseminated among all
stakeholders through workshops.
- All means of internal and external dissemination contribute to
enriching the training program.
- Candidate services and infrastructure support are suggested for
development through workshops.
- Development is demonstrated through the website.
- Research results are presented during seminars.
- Seminars and workshops raise technical problems for research tasks
to address, etc.

The following tables present the results produced by various tasks
of the project, one table per activity area: Survey, Development, Dissemination, Training and
Research, plus one table for Agency Reports.
For every deliverable, we record the following entries: task,
title, type (report, slide, form, data, source, binary, files),
version (or pending), number of pages, size in MB and format.
